Role and Responsibilities of the Steering Group
Project Purpose
1. The purpose of the project is to review and revise mine clearance standards and quality assurance, as part of a wider international review and revision of mine action standards and guidelines. The review and revision process will establish standards for clearance and quality assurance which are appropriate, which can be applied by the mine action community at field level, and which are deemed consistent with the requirements of the Ottawa Convention.
Responsibilities of Steering Group
2. The Steering Group is to provide overall direction to the project, and in particular to the project manager.
3. Steering Group's responsibilities:
a. Comment on the Terms of Reference (TORs) for the project. Agree all substantive subsequent changes to the TORs.
b. Note the results of the questionnaire, and comment if necessary on the project manager's analysis of the results.
c. Monitor the progress of the study, and provide direction and guidance to the project manager as required.
d. Agree the revised standards and guidelines prior to their publication and briefing to the wider mine action community.
Composition
4. The Steering Group comprises Chief UNMAS (Chair) and representatives of UNDP, the Project Donor (UK), the World Bank, GICHD (Secretary), a victim state(1) and experts as required and as selected by Chief UNMAS.
Meetings
5. It is envisaged that the Steering Group will meet formally only once; all other briefings will be given, and decisions will be taken, using electronic mail.
